HUD recently released its annual inflationary adjustments for 2025, impacting tasks such as income certifications and asset level determinations under the Housing Opportunity Through Modernization Act (HOTMA). Prior to Sept. 1 of each year, HUD intends to calculate the inflation factor and post the revised inflation-adjusted values effective for the next calendar year. The revised amounts will then become effective on Jan. 1 of each year.

As an increasing number of tenant screening companies claim to use AI to detect “higher-risk renters,” housing and privacy advocates are sounding the alarm on opaque algorithms that they say are enabling high-tech discrimination and amplifying existing biases in an already unequal housing market.
And the TSP compliance deadline has been extended to May 31.
When it was originally released last September, HUD’s HOTMA implementation guidance was in the form of a joint Office of Housing and Office of Public and Indian Housing Notice (Notice H 2023-10). The notice was intended to provide direction to public housing agencies (PHAs) and multifamily housing owners on the implementation of the many program changes brought about by the Housing Opportunity Through Modernization Act of 2016 (HOTMA) Sections 102 and 104.
According to the HUD Handbook, multifamily housing owners are required to develop and make public written tenant selection policies and procedures. This Tenant Selection Plan (TSP) describes the procedures for processing and selecting applicants, including the establishment of preferences and priorities, occupancy standards, rejection standards, and notice requirements. It helps ensure that tenants are selected for occupancy in accordance with HUD requirements and established management policies.
