According to the HUD Handbook, multifamily housing owners are required to develop and make public written tenant selection policies and procedures. This Tenant Selection Plan (TSP) describes the procedures for processing and selecting applicants, including the establishment of preferences and priorities, occupancy standards, rejection standards, and notice requirements. It helps ensure that tenants are selected for occupancy in accordance with HUD requirements and established management policies.

The Housing Opportunity Through Modernization Act (HOTMA) Final Rule requires that certain amounts used to make income, asset, and eligibility determinations be adjusted by an inflationary factor on an annual basis. PHAs and Multifamily owners must use the HUD-published values when determining income, net family assets, and adjusted income for income examinations in accordance with the HOTMA Final Rule and other implementation guidance.

HUD recently published the Final Notice for the National Standards for the Physical Inspection of Real Estate (NSPIRE) in the Federal Register. There are four main notices to HUD’s final package of NSPIRE materials.
