HUD controls the property, which has 191 units, through a housing assistance payments (HAP) contract that was renewed with the owner on Sept. 23, 2007, for 20 years. The agreement summarized the terms and conditions for the Section 8 housing assistance payment amounts, including establishing the initial contract rents.
